Context of Jeremiah 31:22
20Is Ephraim my dear son? Is he a pleasant child? Even though I have often spoken against him, I still think fondly of him. That is why my heart longs for him, and I will certainly have compassion on him,” declares the Lord. 21Set up landmarks! Put up road signs! Remember the highway, the road on which you traveled. Come back, my dear people Israel, come back to your cities. How long will you wander around, you unfaithful people? The Lord will create something new on earth: A woman will protect a man. 23This is what the Lord of Armies, the God of Israel, says: When I have brought them back from captivity, they will once again use this saying in Judah and in its cities: “The Lord bless you, home of righteousness, holy mountain. 24Judah and all its cities will live there together. Farmers and shepherds will also live there.

- Adam Clarke Bible Commentary · v. 22A woman shall compass a man - גבר תסובב נקבה nekebah tesobeb gaber, "A weak woman shall compass or circumvent a strong man." This place has given much trouble to Biblical critics. By many Christian writers it is considered a prophecy of the miraculous conception of the holy virgin; but as I am sure no such meaning is in the words, nor in the context, so I am satisfied no such meaning can be fairly brought out of them. Houbigant thinks there is a small…Read the comment

- Matthew Henry Concise Commentary · v. 21-26Verses 21-26 The way from the bondage of sin to the liberty of God's children, is a high-way. It is plain, it is safe; yet none are likely to walk in it, unless they set their hearts towards it. They are encouraged by the promise of a new, unheard-of, extraordinary thing; a creation, a work of Almighty power; the human nature of Christ, formed and prepared by the power of the Holy Ghost: and this is here mentioned as an encouragement to the Jews to return…Read the comment

Maurer translates, as in So 5:6, "How long wilt thou withdraw thyself?" Let thy past backslidings suffice thee now that a new era approaches. What God finds fault with in them is, that they looked hither and thither, leaning on contingencies, instead of at once trusting the word of God, which promised their restoration. To assure them of this, God promises to…Read the comment
