Context of Isaiah 60:22
20Your sun will no longer go down, nor will your moon disappear. The Lord will be your everlasting light, and your days of sadness will be over. 21Then all your people will be righteous, and they will possess the land permanently. They will be the seedling I have planted, the honored work of my hands. The smallest of them will become a family. The weakest of them will become a mighty nation. At the right time I, the Lord, will make it happen quickly.”

- Adam Clarke Bible Commentary · v. 22I the Lord will hasten it in his time - There is a time set for the fulfillment of this prophecy: that time must come before it begins to take place; but when it does begin, the whole will be performed in a short space. It is not, therefore, the time determined for the event that shall be hastened, but all the circumstances of the event; all the parts of the prediction shall be speedily completed.
