Context of Isaiah 42:17
15I will lay waste to mountains and hills. I will dry up all their vegetation. I will turn rivers into islands. I will dry up ponds. 16I will lead the blind on unfamiliar roads. I will lead them on unfamiliar paths. I will turn darkness into light in front of them. I will make rough places smooth. These are the things I will do for them, and I will never abandon them. Then those who trust idols and those who say to statues, “You are our gods” will be turned away and put to shame. 18Listen, you deaf people. Look, you blind people, so that you can see. 19Who is blind except my servant or deaf like the messenger I send? Who is blind like the one who has my trust or blind like the servant of the Lord?

- Barnes’ Notes on the Bible · v. 17They shall be turned back - The phrases, to be turned back, and to be suffused with shame, are frequently used in the Scriptures to denote a state of disappointment in regard to an object of trust or confidence, and especially of those who had trusted in idols (see Psalm 35:4; Psalm 70:3; Psalm 97:7; compare the notes at Isaiah 1:29; Isaiah 19:9; Isaiah 37:27; see also Ezekiel 16:52).
