Context of Genesis 42:16
14“It’s just as I told you,” Joseph said to them. “You’re spies! 15This is how you’ll be tested: I solemnly swear, as surely as Pharaoh lives, that you won’t leave this place unless your youngest brother comes here. One of you must be sent to get your brother while the rest of you stay in prison. We’ll see if you’re telling the truth. If not, I solemnly swear, as surely as Pharaoh lives, you are spies!” 17Then he put them in jail for three days. 18On the third day Joseph said to them, “Do this, and you will live. I, too, fear God.

God, in his providence, sometimes seems harsh with those he loves, and speaks roughly to those for whom yet he has great mercy in store. Joseph settled at last, that one of them should be left, and the…Read the comment

- Jamieson–Fausset–Brown Commentary · v. 1-381. Now when Jacob saw that there was corn in Egypt--learned from common rumor. It is evident from Jacob's language that his own and his sons' families had suffered greatly from the scarcity; and through the increasing severity of the scourge, those men, who had formerly shown both activity and spirit, were sinking into despondency.
