Context of Exodus 23:30
28I will spread panic ahead of you to force the Hivites, Canaanites, and Hittites out of your way. 29I will not force them out of your way in one year. Otherwise, the land would be deserted, and wild animals would take over. Little by little I will force them out of your way until you have increased enough in number to take possession of the land. 31“I will establish your borders from the Red Sea to the Mediterranean Sea and from the Sinai Desert to the Euphrates River. I will put the people living in the land under your control, and you will force them out of your way. 32Never make a treaty with them and their gods.

- Tyndale Open Study Notes · v. 29-31I will: God, not Israel, would take the land. The land would be a gift from their Covenant Lord. Israel was being granted possession of it as long as they faithfully fulfilled the covenant.Read the comment
- Jamieson–Fausset–Brown Commentary · v. 29-3029-30. I will not drive ... out ... in one year; lest the land become desolate--Many reasons recommend a gradual extirpation of the former inhabitants of Canaan. But only one is here specified--the danger lest, in the unoccupied grounds, wild beasts should inconveniently multiply; a clear proof that the promised land was more than sufficient to contain the actual population of the Israelites.Read the comment
