Context of Deuteronomy 26:16
14I didn’t eat any of this holy offering while I was in mourning. I didn’t distribute any of it while I was unclean. I didn’t offer any of it to the dead. I have obeyed the Lord my God. I have done everything you commanded me. 15Look down from your holy place in heaven. Bless your people Israel and the land flowing with milk and honey that you have given us, as you promised with an oath to our ancestors.” Today the Lord your God is commanding you to obey these laws and rules. You must faithfully obey them with all your heart and with all your soul. 17Today you have declared that the Lord is your God and that you will follow his directions, obey his laws, commands, and rules, and listen to him. 18Today the Lord has declared that you are his people, his own special possession, as he told you. But you must be sure to obey his commands.

- Barnes’ Notes on the Bible · v. 16-19Verses 16-19 A brief and earnest exhortation by way of conclusion to the second and longest discourse of the book. Deuteronomy 26:17 Thou hast avouched - literally, “made to say:” so also in the next verse. The sense is: “Thou hast given occasion to the Lord to say that He is thy God,” i. e. by promising that He shall be so. Compare Exodus 24:7; Joshua 24:14-25,Read the comment
- Matthew Henry Concise Commentary · v. 16-19Verses 16-19 Moses here enforces the precepts. They are God's laws, therefore thou shalt do them, to that end were they given thee; do them, and dispute them not; do them, and draw not back; do them, not carelessly and hypocritically, but with thy heart and soul, thy whole heart and thy whole soul. We forswear ourselves, and break the most sacred engagement, if, when we have taken the Lord to be our God, we do not make conscience of obeying his commands…Read the comment
- Tyndale Open Study Notes · v. 16with all your heart and with all your soul: This Hebrew phrase clearly refers to the Shema, the foundational statement of Israel’s faith and covenant commitment (see 6:4–5 and study notes).
