Context of 2 Kings 16:7
5Then King Rezin of Aram and King Pekah, son of Remaliah of Israel, came to wage war against Jerusalem. They blockaded Ahaz but couldn’t get him to fight. 6At that time King Rezin of Aram drove the Judeans out of Elath and gave it back to Edom. The Edomites came to Elath and still live there today. Ahaz sent messengers to King Tiglath Pileser of Assyria to say, “I’m your servant, your son. Come and save me from the kings of Aram and Israel who are attacking me.” 8Ahaz took the silver and gold he found in the Lord’s temple and in the treasury in the royal palace and sent them to the king of Assyria as a present. 9The king of Assyria listened to him and attacked Damascus. He captured it, took the people to Kir as captives, and killed Rezin.

- Barnes’ Notes on the Bible · v. 7Ahaz was threatened on all sides, on the north by Rezin and Pekah; on the southeast by Edom 2 Chronicles 28:17; and on the southwest by the Philistines 2 Chronicles 28:18. To these external dangers was added the still greater peril of disaffection at home. A large party in Judah was “weary” of the house of David Isaiah 7:13, ready to join the confederacy Isaiah 8:6, Isaiah 8:12, and to accept for king “the son of Tabeal.” Ahaz saw no hope of safety unless…Read the comment
- Tyndale Open Study Notes · v. 7-9Instead of trusting in God's help (Isaiah 7:7–16), Ahaz asked Tiglath-pileser III of Assyria to save him from his enemies. Tiglath-pileser succeeded, leading to Rezin's death, the capture of Damascus, and the deportation of its people in 732 BC. This also helped remove Pekah as king of Israel that same year (2 Kings 15:29–30). However, the rescue was costly; Ahaz paid a large tribute, and Assyria's involvement made Judah a vassal state (a state under the…Read the comment

So Ahaz sent messengers to Tiglath-pileser--In spite of the assurance given him by Isaiah by two signs, the one immediate, the other remote (Is 7:14; 8:4), that the confederate kings would not prevail against him, Ahaz sought aid from the Assyrian monarch, to purchase which he sent the treasures of the palace and temple. Tiglath-pileser marched against Damascus, slew Rezin the king, and carried the people of Damascus into captivity to Kir, which is…Read the comment
