Context of 1 Chronicles 4:40
38These who are mentioned by name were leaders in their families, and the number of people in their households increased. 39They moved to the outskirts of Gedor, on the east side of the valley, to find pasture for their flocks. They found pasture that was rich and good. The land was vast, peaceful, and quiet because the Hamites used to live there. 41In the days of King Hezekiah of Judah, the men listed here knocked down tents and killed the Meunites. They claimed the Meunites for God and destroyed them. (Even today no Meunites live there.) They lived in that land in place of the Meunites in order to have pasture for their flocks. 42Ishi’s sons Pelatiah, Neariah, Rephaiah, and Uzziel led 500 of Simeon’s male descendants to Mount Seir.

- Tyndale Open Study Notes · v. 34-43The list of men described as leaders of Simeon's wealthy clans (1 Chronicles 4:34–38) leads into the description of Simeon's geographic expansion (4:38–43). The tribe expanded with thirteen family leaders during Hezekiah's time (late 700s BC) in the Gerar area. This might have been part of Hezekiah's military action against Philistine territories (2 Kings 18:8).Read the comment
- Jamieson–Fausset–Brown Commentary · v. 31-4331-43. These were their cities unto the reign of David--In consequence of the sloth or cowardice of the Simeonites, some of the cities within their allotted territory were only nominally theirs. They were never taken from the Philistines until David's time, when, the Simeonites having forfeited all claim to them, he assigned them to his own tribe of Judah (1Sa 27:6).Read the comment
