Context of Jeremiah 51:39
37and Babylon shall become a heap of ruins, the haunt of jackals, a horror and a hissing, without inhabitant. 38"They shall roar together like lions; they shall growl like lions' cubs. While they are inflamed I will prepare them a feast and make them drunk, that they may become merry, then sleep a perpetual sleep and not wake, declares the Lord. 40I will bring them down like lambs to the slaughter, like rams and male goats. 41"How Babylon is taken, the praise of the whole earth seized! How Babylon has become a horror among the nations!

- Adam Clarke Bible Commentary · v. 39In their heat I will make their feasts - It was on the night of a feast day, while their hearts were heated with wine and revelry, that Babylon was taken; see Daniel 5:1-3. This feast was held in honor of the goddess Sheshach, (or perhaps of Bel), who is mentioned, Jeremiah 51:41, as being taken with her worshippers. As it was in the night the city was taken, many had retired to rest, and never awoke; slain in their beds, they slept a perpetual sleep.Read the comment
