- New Living Translation (NLT)As for having two similar dreams, it means that these events have been decreed by God, and he will soon make them happen.
Context of Genesis 41:32
30but after them there will arise seven years of famine, and all the plenty will be forgotten in the land of Egypt. The famine will consume the land, 31and the plenty will be unknown in the land by reason of the famine that will follow, for it will be very severe. And the doubling of Pharaoh's dream means that the thing is fixed by God, and God will shortly bring it about. 33Now therefore let Pharaoh select a discerning and wise man, and set him over the land of Egypt. 34Let Pharaoh proceed to appoint overseers over the land and take one-fifth of the produce of the land of Egypt during the seven plentiful years.

- Matthew Henry Concise Commentary · v. 9-32Verses 9-32 God's time for the enlargement of his people is the fittest time. If the chief butler had got Joseph to be released from prison, it is probable he would have gone back to the land of the Hebrews. Then he had neither been so blessed himself, nor such a blessing to his family, as afterwards he proved. Joseph, when introduced to Pharaoh, gives honour to God. Pharaoh had dreamed that he stood upon the bank of the river Nile, and saw the kine, both…Read the comment
- Tyndale Open Study Notes · v. 32The two similar dreams showed that the matter has been decreed by God, and He will carry it out shortly. This was like the dreams of the two prisoners that God quickly fulfilled (40:5–23). Joseph’s own two dreams (37:5–11) were also about to come true (41:37–46; 42:6–9).Read the comment
