Context of Genesis 41:32
30After them, seven years of famine will take place, and all the abundance in the land of Egypt will be forgotten. The famine will devastate the land. 31The abundance in the land will not be remembered because of the famine that follows it, for the famine will be very severe. Since the dream was given twice to Pharaoh, it means that the matter has been determined by God, and he will carry it out soon. 33“So now, let Pharaoh look for a discerning and wise man and set him over the land of Egypt. 34Let Pharaoh do this: Let him appoint overseers over the land and take a fifth of the harvest of the land of Egypt during the seven years of abundance.

- Matthew Henry Concise Commentary · v. 9-32Verses 9-32 God's time for the enlargement of his people is the fittest time. If the chief butler had got Joseph to be released from prison, it is probable he would have gone back to the land of the Hebrews. Then he had neither been so blessed himself, nor such a blessing to his family, as afterwards he proved. Joseph, when introduced to Pharaoh, gives honour to God. Pharaoh had dreamed that he stood upon the bank of the river Nile, and saw the kine, both…Read the comment

This was like the dreams of the two prisoners that God quickly fulfilled (40:5–23). Joseph’s own two dreams (37:5–11) were also about to come true (41:37–46; 42:6–9).Read the comment
