Context of Exodus 1:10
8Now there arose a new king over Egypt, who did not know Joseph. 9And he said to his people, "Behold, the people of Israel are too many and too mighty for us. Come, let us deal shrewdly with them, lest they multiply, and, if war breaks out, they join our enemies and fight against us and escape from the land." 11Therefore they set taskmasters over them to afflict them with heavy burdens. They built for Pharaoh store cities, Pithom and Raamses. 12But the more they were oppressed, the more they multiplied and the more they spread abroad. And the Egyptians were in dread of the people of Israel.

- Adam Clarke Bible Commentary · v. 10They join also unto our enemies - It has been conjectured that Pharaoh had probably his eye on the oppressions which Egypt had suffered under the shepherd-kings, who for a long series of years had, according to Manetho, governed the land with extreme cruelty. As the Israelites were of the same occupation, (viz., shepherds), the jealous, cruel king found it easy to attribute to them the same motives; taking it for granted that they were only waiting for a…Read the comment

Their increase and prosperity were viewed with jealousy by the new government; and as Goshen lay between Egypt and Canaan, on the border of which latter country were a number of warlike tribes, it was perfectly conformable to the…Read the comment
