Context of 1 Samuel 1:11
9After they had eaten and drunk in Shiloh, Hannah rose. Now Eli the priest was sitting on the seat beside the doorpost of the temple of the Lord. 10She was deeply distressed and prayed to the Lord and wept bitterly. And she vowed a vow and said, "O Lord of hosts, if you will indeed look on the affliction of your servant and remember me and not forget your servant, but will give to your servant a son, then I will give him to the Lord all the days of his life, and no razor shall touch his head." 12As she continued praying before the Lord, Eli observed her mouth. 13Hannah was speaking in her heart; only her lips moved, and her voice was not heard. Therefore Eli took her to be a drunken woman.

Commentaries on 1 Samuel 1:11
- Adam Clarke Bible Commentary · v. 11I will give him unto the Lord - Samuel, as a descendant of the house of Levi, was the Lord's property from twenty-five years of age till fifty; but the vow here implies that he should be consecrated to the Lord from his infancy to his death, and that he should not only act as a Levite, but as a Nazarite, on whose head no razor should pass.Read the comment
- Barnes’ Notes on the Bible · v. 11vows are characteristic of this particular age of the Judges. (Compare Judges 11:30; Judges 21:5; 1 Samuel 14:24.) For the law of vows in the case of married women, see Numbers 30:6-16; and for the nature of the vow, see the marginal references.Read the comment
- Matthew Henry Concise Commentary · v. 9-18Verses 9-18 Hannah mingled tears with her prayers; she considered the mercy of our God, who knows the troubled soul. God gives us leave, in prayer, not only to ask good things in general, but to mention that special good thing we most need and desire. She spoke softly, none could hear her. Hereby she testified her belief of God's knowledge of the heart and its desires. Eli was high priest, and judge in Israel. It ill becomes us to be rash and hasty in…Read the comment

She might have hoped her child would be like Samson, a deliverer of God's people (compare Judges 13). A deliverer was someone who rescued the Israelites from their enemiesRead the comment
- Jamieson–Fausset–Brown Commentary · v. 1111. she prayed ... she vowed a vow--Here is a specimen of the intense desire that reigned in the bosoms of the Hebrew women for children. This was the burden of Hannah's prayer; and the strong preference she expressed for a male child originated in her purpose of dedicating him to the tabernacle service. The circumstance of his birth bound him to this; but his residence within the precincts of the sanctuary would have to commence at an earlier age than…Read the comment
