Context of Psalms 78:70
68Instead, he chose the tribe of Judah. He chose Mount Zion, the place which he loves. 69There he built a temple for himself, to be like his home in heaven. He made it to be strong, like the earth itself, so that it would always be there. Also, he chose his servant, David. He took David away from the fields, 71so that he no longer took care of his father's sheep. He became like a shepherd, to lead his people, Jacob's descendants. He ruled the people that belonged to God, the Israelite people. 72David took care of them with an honest heart. He was wise in the way that he led them.

- Barnes’ Notes on the Bible · v. 70He chose David also his servant - He chose him that he might set him over his people as their king. The idea is, that David was selected when he had no natural pretensions to the office, as he did not pertain to a royal family, and could have no claim to such a distinction. The account of this choice is contained in 1 Samuel 16:11; 2 Samuel 7:8.Read the comment
- Matthew Henry Concise Commentary · v. 56-72Verses 56-72 After the Israelites were settled in Canaan, the children were like their fathers. God gave them his testimonies, but they turned back. Presumptuous sins render even Israelites hateful to God's holiness, and exposed to his justice. Those whom the Lord forsakes become an easy prey to the destroyer. And sooner or later, God will disgrace his enemies. He set a good government over his people; a monarch after his own heart. With good reason does…Read the comment
