Context of Psalms 2:4
2Kings and rulers decide to work together, to fight against the Lord and the king that he has chosen. 3They say, ‘We will not accept their authority over us! We will get free from their power!’ The Lord who sits on his throne in heaven laughs at them. He says that their plans are useless. 5Then he becomes very angry and he frightens them. He warns them with strong words and he says, 6‘I have put my king on his throne in Zion. I have put him on my holy mountain.’

- Jamieson–Fausset–Brown Commentary · v. 44. By a figure whose boldness is only allowable to an inspired writer, God's conduct and language in view of this opposition are now related. He that sitteth in the heavens--enthroned in quiet dignities (compare Psa 29:10; Is 40:22). shall laugh--in supreme contempt; their vain rage excites His derision.
