Context of Proverbs 28:16
14If you are afraid to do wrong things, God will bless you. But trouble will happen to anyone who refuses to obey. 15A wicked ruler brings danger to poor people. He is as dangerous as an angry lion or a hungry bear. If a ruler is cruel, it shows that he is not wise. But a ruler who refuses bribes will rule for a long time. 17Someone who is guilty of murder will be running until he dies. Nobody should help him to escape. 18If you live in an honest way, you will be safe. But the hypocrite will suddenly fall into trouble.

Commentaries on Proverbs 28:16
- Adam Clarke Bible Commentary · v. 16The prince that wanteth understanding - A weak prince will generally have wicked ministers, for his weakness prevents him from making a proper choice; and he is apt to prefer them who flatter him, and minister most to his pleasures. The quantum of the king's intellect may be always appreciated by the mildness or oppressiveness of his government. He who plunges his people into expensive wars, to support which they are burdened with taxes, is a prince…Read the comment
