Context of Numbers 11:27
25Then the Lord came down in the cloud to speak to them. He took some of the authority of his Spirit that he had given to Moses. And he shared it with the 70 leaders. While God's Spirit stayed on them, they prophesied. But they did not do it again after that. 26But two men had stayed in the camp. Their names were Eldad and Medad. They were among the men that Moses had chosen. But they had not gone to meet with God in the special Tent. God's Spirit also came on them. So they prophesied in the camp. A young man ran to Moses and he said, ‘Eldad and Medad are prophesying in the camp.’ 28Nun's son Joshua was there. Since he was a boy, he had been Moses' servant. Joshua said to Moses, ‘Moses, my master, stop them.’ 29But Moses said to him, ‘Perhaps you think that I might be jealous of them. But I would be happy if the Lord would give his Spirit to all his people. I would like them all to be prophets!’

- Matthew Henry Concise Commentary · v. 24-30Verses 24-30 We have here the fulfilment of God's word to Moses, that he should have help in the government of Israel. He gave of his Spirit to the seventy elders. They discoursed to the people of the things of God, so that all who heard them might say, that God was with them of a truth. Two of the elders, Eldad and Medad, went not out unto the tabernacle, as the rest, being sensible of their own weakness and unworthiness. But the Spirit of God found them…Read the comment
- Tyndale Open Study Notes · v. 16-30Jethro suggested that Moses should have different levels of judges (Exodus 18:13–26). He focused on practical issues like the tribal leaders who helped Moses with the registration (Numbers 1:5–15). In contrast, the group of 70 elders would give Israel spiritual guidance. They needed a share of God's Spirit. Moses already had this, and it made him the Lord's special spokesman. Their ability to lead depended on God's Spirit being with them (compare 1 Samuel…Read the comment
- Jamieson–Fausset–Brown Commentary · v. 26-2926-29. But there remained two of the men in the camp--They did not repair with the rest to the tabernacle, either from modesty in shrinking from the assumption of a public office, or being prevented by some ceremonial defilement. They, however, received the gifts of the Spirit as well as their brethren. And when Moses was urged to forbid their prophesying, his answer displayed a noble disinterestedness as well as zeal for the glory of God akin to that of…Read the comment
