Context of Leviticus 4:27
25The priest will put his finger in the blood of the dead animal. He will put some of it on the horns of the altar. He will pour the blood that he did not use onto the ground. He will pour it in front of the altar. 26Then the priest will cut all the fat from the goat. And he will burn it on the altar. He will do this as he did for the friendship offering. This is how the priest will make atonement for the leader's sin. Then God will forgive the leader. One of the people might do bad things when he did not really want to do them. He did not obey one of the Lord's rules. That person has sinned. 28They will tell him that he has done bad things. Then he must give a female goat to God. The animal must be perfect. 29He must put his hand on the goat's head. Then he must kill it by the altar of burnt offering.

Any of these, having transgressed through ignorance, was obliged to bring a lamb or a kid, the ceremonies being nearly the same as in the preceding cases. - Barnes’ Notes on the Bible · v. 27The common people - literally, as in the margin, “the people of the land.” Compare Leviticus 20:2, Leviticus 20:4; 2 Kings 11:18. It was the ordinary designation of the people, as distinguished from the priests and the rulers.Read the comment
- Matthew Henry Concise Commentary · v. 27-35Verses 27-35 Here is the law of the sin-offering for a common person. To be able to plead, when charged with sin, that we did it ignorantly, and through the surprise of temptation, will not bring us off, if we have no interest in that great plea, Christ hath died. The sins of ignorance committed by a common person, needed a sacrifice; the greatest are not above, the meanest are not below Divine justice. None, if offenders, were overlooked. Here rich and…Read the comment

- Jamieson–Fausset–Brown Commentary · v. 27-3427-34. if any one of the common people sin through ignorance--In this case the expiatory offering appointed was a female kid, or a ewe-lamb without blemish; and the ceremonies were exactly the same as those observed in the case of the offending ruler [Le 4:22-26]. In these two latter instances, the blood of the sin offering was applied to the altar of burnt offering--the place where bloody sacrifices were appointed to be immolated.
