Context of Leviticus 4:26
24He must put his hand on the goat's head and then he must kill it. He must do this where they kill animals in front of the Lord for the burnt offering. It is a sin offering. 25The priest will put his finger in the blood of the dead animal. He will put some of it on the horns of the altar. He will pour the blood that he did not use onto the ground. He will pour it in front of the altar. Then the priest will cut all the fat from the goat. And he will burn it on the altar. He will do this as he did for the friendship offering. This is how the priest will make atonement for the leader's sin. Then God will forgive the leader. 27One of the people might do bad things when he did not really want to do them. He did not obey one of the Lord's rules. That person has sinned. 28They will tell him that he has done bad things. Then he must give a female goat to God. The animal must be perfect.

- Matthew Henry Concise Commentary · v. 22-26Verses 22-26 Those who have power to call others to account, are themselves accountable to the Ruler of rulers. The sin of the ruler, committed through ignorance, must come to his knowledge, either by the check of his own conscience, or by the reproof of his friends; both which even the best and greatest, not only should submit to, but be thankful for. That which I see not, teach thou me, and, Show me wherein I have erred, are prayers we should put up to…Read the comment
- Tyndale Open Study Notes · v. 22-35The sin offerings in this passage atoned for the common people, including leaders and other Israelites. These offerings could be eaten, unlike those in Leviticus 4:3–21, and involved smaller animals. They disposed of the blood in the tabernacle courtyard, not the Holy Place. Like the peace offering in chapter 3, they burned the fat and certain internal organs on the altar. The priest and his male family members ate the rest of the meat in a holy place…Read the comment

When a ruler hath sinned, and done somewhat through ignorance against any of the commandments--Whatever was the form of government, the king, judge, or subordinate, was the party concerned in this law. The trespass of such a civil functionary being less serious in its character and consequences than that either of the high priest or the congregation, a sin offering of inferior value was required--"a kid of the goats"; and neither was the blood…Read the comment
