Context of Leviticus 12:3
1The Lord said to Moses, 2‘Say this to Israel's people. When a boy is born, his mother is not clean for seven days. When she is bleeding each month, the rule is the same. She is not clean. Eight days after he is born, they must circumcise the boy. 4The woman must wait for 35 days after the boy is born. All this time she must not touch anything that is holy. She must not go into the Tent of Meeting. After this time, she will become clean. 5After a girl is born, her mother will not be clean for two weeks. The rule is the same as for each month, when she is bleeding. She will not be clean then. She must wait 66 days after a girl is born. Then she will become clean.

God had already accepted Abraham because Abraham believed in him. God did not accept Abraham because they had circumcised him as a Jewish man. This shows that Abraham is like a father to everyone that God has accepted. Like Abraham, God has accepted them because they have believed in him. It is not important that nobody has circumcised them.

- Adam Clarke Bible Commentary · v. 3And in the eighth day - Before this time the child could scarcely be considered as having strength sufficient to bear the operation; after this time it was not necessary to delay it, as the child was not considered to be in covenant with God, and consequently not under the especial protection of the Divine providence and grace, till this rite had been performed.
