Context of Judges 19:12
10But the Levite did not want to stay there for another night. So he left with his two donkeys and his wife. They travelled as far as Jebus, which is now called Jerusalem. 11When they arrived near to Jebus, it was getting dark. The servant said to his master, ‘Let us stay in this city of the Jebusites. We can sleep here for the night.’ The Levite replied, ‘No, we should not stay in a foreign city. The people who live here are not Israelites. We will go on to Gibeah.’ 13He said to his servant, ‘Let us try to reach Gibeah or Ramah. Then we can stay in one of those places for the night.’ 14So they continued on their journey. It was sunset when they came near to Gibeah, in Benjamin's land.

- Tyndale Open Study Notes · v. 1-30This second epilogue (see study note on Judges 17:1–21:25) shifts the focus from individuals to entire tribes. It begins with the outrage in the Benjamite town of Gibeah (Judges 19), which led to a civil war (Judges 20) and the near destruction of Benjamin. It then moves to the attempt to save the tribe from disappearing (Judges 21). The book ends with the familiar refrain: In those days there was no king in Israel; everyone did what was right in his own…Read the comment
- Jamieson–Fausset–Brown Commentary · v. 10-1210-12. the man ... departed, and came over against Jebus--The note, "which is Jerusalem," must have been inserted by Ezra or some later hand. Jebus being still, though not entirely (Jud 1:8) in the possession of the old inhabitants, the Levite resisted the advice of his attendant to enter it and determined rather to press forward to pass the night in Gibeah, which he knew was occupied by Israelites. The distance from Beth-lehem to Jerusalem is about six…Read the comment
