Context of Joel 1:5
3Tell this to your children. And they must tell it to their children. And their children must tell it to their own children. 4The great locusts have eaten what the big group of locusts left. The young locusts have eaten what the great locusts left. Other locusts have eaten what the young locusts left. Wake up, you who have drunk too much wine! Cry, all people who drink wine! Cry because you will have no new wine. Someone has taken it away from you. 6A strong army has marched into my land. It is powerful, and great in numbers. It has the teeth of a strong animal. And the teeth are long and dangerous. 7It has broken my vines. It has destroyed my fig trees. It has eaten the outside of the trees. It has thrown them away. It has left their branches white.

- Adam Clarke Bible Commentary · v. 5Awake, ye drunkards - The general destruction of vegetation by these devouring creatures has totally prevented both harvest and vintage; so that there shall not be wine even for necessary uses, much less for the purposes of debauchery. It is well known that the ruin among the vines by locusts prevents the vintage for several years after.Read the comment
- Barnes’ Notes on the Bible · v. 5Awake, ye drunkards, and weep - All sin stupefies the sinner. All intoxicate the mind, bribe and pervert the judgment, dull the conscience, blind the soul and make it insensible to its own ills. All the passions, anger, vain glory, ambition, avarice and the rest are a spiritual drunkenness, inebriating the soul, as strong drink doth the body.: “They are called drunkards, who, confused with the love of this world, feel not the ills which they suffer.
