Context of Isaiah 16:13
11So I cry deep inside me for Moab. I cry like the sad music of a harp. I am very upset for Kir-Hareseth. 12Moab's people go to their altars and temples to pray for help from their gods. But they will only become tired. Their prayers will be useless. That is the message that the Lord has already spoken about Moab. 14But now the Lord says, ‘In three years' time, all Moab's glory will have gone. Count every day of those years, as if you are working to receive money. After that, there will only be a few of Moab's people who are still alive. Now they are many and they are strong. But by then they will be few and weak.’

- Matthew Henry Concise Commentary · v. 6-14Verses 6-14 Those who will not be counselled, cannot be helped. More souls are ruined by pride than by any other sin whatever. Also, the very proud are commonly very passionate. With lies many seek to gain the gratification of pride and passion, but they shall not compass proud and angry projects. Moab was famous for fields and vineyards; but they shall be laid waste by the invading army. God can soon turn laughter into mourning, and joy into heaviness…Read the comment

- Jamieson–Fausset–Brown Commentary · v. 1313. since that time--rather, "respecting that time" [Horsley]. Barnes translates it, "formerly" in contrast to "but now" (Is 16:14): heretofore former prophecies (Ex 15:15; Nu 21:29) have been given as to Moab, of which Isaiah has given the substance: but now a definite and steady time also is fixed.Read the comment
