Context of Isaiah 16:1
We must send sheep as gifts to the ruler of our land. Send them from Sela across the desert. Send them to Mount Zion in Jerusalem. 2Moab's women are standing at the shore of Arnon river. They want to go across. They are like birds that people have chased out of their nests. 3The Moabites say, ‘Tell us what we should do! Help us in our troubles! Give us some shade in the middle of the day! Hide the people who are escaping! Our enemies are chasing us. Do not let them find us.

So the Moabites were now under David's authority and they began to pay taxes to him.

- Adam Clarke Bible Commentary · v. 1Send ye the lamb, etc. "I will send forth the son, etc." - Both the reading and meaning of this verse are still more doubtful than those of the preceding. The Septuagint and Syriac read אשלח eshlach, I will send, in the first person singular, future tense: the Vulgate and Talmud Babylon, read שלח shelach, send, singular imperative: some read שלחו shilchu, send ye forth, or shalechu, they send forth. The Syriac, for כר car, a lamb, reads בר bar, a son…Read the comment
- Barnes’ Notes on the Bible · v. 1Send ye the lamb - Lowth renders this, I will send forth the son from the ruler of the land;‘ meaning, as he supposes, that under the Assyrian invasion, even the young prince of Moab would be obliged to flee for his life through the desert, that he might escape to Judea; and “that” thus God says that “he” would send him. The only authority for this, however, is, that the Septuagint reads the word send‘ in the future tense ( ̓͂ apostelō ) instead of the…Read the comment

(Is. 16:6-14) Verses 1-5 God tells sinners what they may do to prevent ruin; so he does to Moab. Let them send the tribute they formerly engaged to pay to Judah. Take it as good advice. Break off thy sins by righteousness, it may lengthen thy quiet. And this may be applied to the great gospel duty of submission to Christ. - Jamieson–Fausset–Brown Commentary · v. 1-141. lamb--advice of the prophet to the Moabites who had fled southwards to Idumea, to send to the king of Judah the tribute of lambs, which they had formerly paid to Israel, but which they had given up (2Ki 3:4, 5). David probably imposed this tribute before the severance of Judah and Israel (2Sa 8:2). Therefore Moab is recommended to gain the favor and protection of Judah, by paying it to the Jewish king.
