Context of Ezekiel 36:15
13This is what the Almighty Lord says: People are saying to you, Israel's land, ‘You destroy people. You take away the nation's children.’ 14So now I, the Almighty Lord, tell you this: You will no longer destroy people or take away the nation's children. People from other nations will no longer insult you or laugh at you. You will no longer cause your nation to suffer. That is what the Almighty Lord says.” ’ 16The Lord gave this message to me: 17‘Son of man, Israel's people made their own land unclean when they lived there. They lived in a bad way and they did bad things. It made them unclean, like a woman when she bleeds each month.

- Barnes’ Notes on the Bible · v. 15Hear in thee the shame of the pagan - Hear the pagan putting thee to shame by their contemptuous words. The reproach of the people - “Thy people” (thy rightful possessors) shall have no cause to reproach thee for want of fertility. Were the blessings promised here merely temporal they could not be said to be fulfilled. The land is still subject to pagan masters. The words must point to blessings yet future, spiritual blessings. - Jamieson–Fausset–Brown Commentary · v. 1-38The distinction between Israel and the heathen (as Edom) is: Israel has a covenant relation to God ensuring restoration after chastisement, so that the heathen's hope of getting possession of the elect people's inheritance must fail, and they themselves be made desolate (Eze 36:1-15). The reason for the chastisement of Israel was Israel's sin and profanation of God's name (Eze 36:16-21). God has good in store for Israel, for His own name's sake, to revive…Read the comment
