Context of Ezekiel 36:15
13“‘This is what the Lord God says: Because some are saying to you, “You devour people and deprive your nation of children,” 14therefore, you will no longer devour people and deprive your nation of children. This is the declaration of the Lord God. I will no longer allow the insults of the nations to be heard against you, and you will not have to endure the reproach of the peoples anymore; you will no longer cause your nation to stumble. This is the declaration of the Lord God.’” 16The word of the Lord came to me: 17“Son of man, while the house of Israel lived in their land, they defiled it with their conduct and actions. Their behavior before me was like menstrual impurity.

The reproach of the people - “Thy people” (thy rightful possessors) shall have no cause to reproach thee for want of fertility. Were the blessings promised here merely temporal they could not be said to be fulfilled. The land is still subject to pagan masters. The words must point to blessings yet future, spiritual blessings. - Jamieson–Fausset–Brown Commentary · v. 1-38The distinction between Israel and the heathen (as Edom) is: Israel has a covenant relation to God ensuring restoration after chastisement, so that the heathen's hope of getting possession of the elect people's inheritance must fail, and they themselves be made desolate (Eze 36:1-15).
