Context of Deuteronomy 14:28
26When you arrive there, you can use the money to buy any food that you choose: cows, sheep, wine, beer or anything else. Then you and your family should eat it there. You should enjoy your time together at the Lord's special home. 27Do not forget to help the Levites who live in your towns. Remember that they have not received any land as you have. Every third year, take the tithe of the food that you have grown in your fields that year. Store it in your town or your village. 29Keep this food for the Levites, who have no land of their own. It is also for the foreign people, the widows, and the children who have no family. These people in your town can eat as much as they want. If you do that, the Lord your God will bless you in all your work.

- Barnes’ Notes on the Bible · v. 28Compare the marginal references. The tithe thus directed in the third year to be dispensed in charity at home, was not paid in addition to that in other years bestowed on the sacred meals, but was substituted for it. The three years would count from the sabbatical year (see the next chapter), in which year there would of course be neither payment of tithe nor celebration of the feasts at the sanctuary. In the third year and sixth year of the septennial…Read the comment
- Matthew Henry Concise Commentary · v. 22-29Verses 22-29 A second portion from the produce of their land was required. The whole appointment evidently was against the covetousness, distrust, and selfishness of the human heart. It promoted friendliness, liberality, and cheerfulness, and raised a fund for the relief of the poor. They were taught that their worldly portion was most comfortably enjoyed, when shared with their brethren who were in want. If we thus serve God, and do good with what we…Read the comment
- Tyndale Open Study Notes · v. 28All adult Israelite men had to give a tithe (a tenth) every year. This was part of their festival celebrations (15:20; 16:16–17). Every third year, the tithe supported the Levites and other dependent groups in Israelite society (14:29). See study note on Leviticus 27:30.Read the comment
- Jamieson–Fausset–Brown Commentary · v. 28-2928-29. At the end of three years ... the Levite ... shall come, &c.--The Levites having no inheritance like the other tribes, the Israelites were not to forget them, but honestly to tithe their increase [Nu 18:24]. Besides the tenth of all the land produce, they had forty-eight cities, with the surrounding grounds [Nu 35:7], "the best of the land," and a certain proportion of the sacrifices as their allotted perquisites. They had, therefore, if not an…Read the comment
