Context of 2 Kings 17:2
1Elah's son Hoshea became the king of Israel when Ahaz had been king of Judah for 12 years. Hoshea ruled Israel as king in Samaria for nine years. Hoshea did things that the Lord said were evil. But he was not as wicked as the kings of Israel who lived before him. 3Shalmaneser, the king of Assyria, came to attack Hoshea in Samaria. Hoshea agreed to accept Shalmaneser's authority. Israel had to pay a lot of money as taxes to Shalmaneser each year. 4Then King Shalmaneser discovered that Hoshea had decided to turn against him. Hoshea had sent a message to So, the king of Egypt, to ask for his help. He had also refused to send the taxes for that year to the king of Assyria. So King Shalmaneser took hold of Hoshea and he put him in prison.

Forces have been set in motion, which nothing but a miracle could stop; and God does not see fit to work a miracle in such a case…Read the comment

- Jamieson–Fausset–Brown Commentary · v. 22. he did evil ... but not as the kings of Israel--Unlike his predecessors from the time of Jeroboam, he neither established the rites of Baal, nor compelled the people to adhere to the symbolic worship of the calves. [See on 2Ch 30:1.] In these respects, Hoshea acted as became a constitutional king of Israel. Yet, through the influence of the nineteen princes who had swayed the scepter before him (all of whom had been zealous patrons of idolatry, and…Read the comment
