2 Chronicles 28:15
15The leaders found clothes for each of the prisoners who had no clothes. They gave the prisoners clothes, shoes, food and drink, as well as oil to put on their skin. They took all these things from the things that the soldiers had brought from Judah. They put the prisoners who were too weak to walk on donkeys. Then they took them back to their relatives in Jericho, the city with many palm trees. After that, the Israelite leaders returned to Samaria.

Context of 2 Chronicles 28:15
13They said to the soldiers, ‘You must not bring your prisoners here! If you do, we will be guilty of even more sins against the Lord. The Lord is already angry with us people of Israel because we are guilty. Do not make it worse.’ 14So the soldiers let their prisoners go free. They gave the people and the things that they had brought from Judah to the leaders and the other people. The leaders found clothes for each of the prisoners who had no clothes. 16At that time, King Ahaz asked the king of Assyria for help. 17Soldiers from Edom had attacked Judah again. They had taken people away as their prisoners.

- Barnes’ Notes on the Bible · v. 15Jericho, which lies much farther from Samaria than many points of the territory of Judah, was perhaps selected because the captives had been carried off principally from this point; or because there may have been less danger of falling in with portions of Pekah‘s army on this than on the direct route.Read the comment
- Jamieson–Fausset–Brown Commentary · v. 1515. the men which were expressed by name rose up--These were either the "heads of the children of Ephraim" (mentioned 2Ch 28:12), or some other leading individuals chosen for the benevolent office. Under their kindly superintendence, the prisoners were not only released, but out of the spoils were comfortably relieved with food and clothing, and conveyed as far as Jericho on their way back to their own homes.
