Context of Psalms 36:3
1The transgression of the wicked uttereth within my heart, There is no fear of God before his eyes. 2For he flattereth himself in his own eyes, [even] when his iniquity is found to be hateful. The words of his mouth are wickedness and deceit: he hath left off to be wise, to do good. 4He deviseth wickedness up on his bed; he setteth himself in a way that is not good: he abhorreth not evil. 5Jehovah, thy loving-kindness is in the heavens, and thy faithfulness [reacheth] unto the clouds.

This would seem to imply that there had been a change in his conduct, or that he was not what he once professed to be, and appeared to be. This language would be applicable to the…Read the comment

This reflection detailed. until his iniquity--literally, "for finding his iniquity for hating"; that is, he persuades himself God will not so find it--"for hating" involving the idea of punishing. Hence his words of iniquity and deceit, and his bold rejection of all right principles of conduct. The climax is that he deliberately adopts and patronizes evil.
