Context of Psalms 103:9
7He made known his ways unto Moses, his acts unto the children of Israel. 8Jehovah is merciful and gracious, slow to anger, and abundant in loving-kindness. He will not always chide, neither will he keep [his anger] for ever. 10He hath not dealt with us according to our sins, nor rewarded us according to our iniquities. 11For as the heavens are high above the earth, so great is his loving-kindness toward them that fear him.

- Barnes’ Notes on the Bible · v. 9He will not always chide - Rebuke; contend; strive; for so the Hebrew word means. He will not always contend with people, or manifest his displeasure. - Matthew Henry Concise Commentary · v. 6-14Verses 6-14 Truly God is good to all: he is in a special manner good to Israel. He has revealed himself and his grace to them.
