Context of Joshua 15:16
14And thence Caleb dispossessed the three sons of Anak, Sheshai and Ahiman and Talmai, who were born of Anak. 15And from there he went up against the inhabitants of Debir; now the name of Debir before was Kirjath-sepher. And Caleb said, He that smites Kirjath-sepher and takes it, to him will I give Achsah my daughter as wife. 17And Othniel the son of Kenaz, the brother of Caleb, took it; and he gave him Achsah his daughter as wife. 18And it came to pass as she came, that she urged him to ask of her father a field; and she sprang down from the ass. And Caleb said to her, What wouldest thou?

- Adam Clarke Bible Commentary · v. 16Will I give Achsah my daughter - In ancient times fathers assumed an absolute right over their children, especially in disposing of them in marriage; and it was customary for a king or great man to promise his daughter in marriage to him who should take a city, kill an enemy, etc. So Saul promised his daughter in marriage to him who should kill Goliath, 1 Samuel 17:25; and Caleb offers his on this occasion to him who should take Kirjath-sepher. She obtained more, on her request, and he gave the upper and the nether springs. Those who understand it but of one field, watered both with the rain of heaven, and the springs that issued out of the earth, countenance the allusion commonly made to this, when we pray for spiritual and heavenly blessings which…Read the comment

- Jamieson–Fausset–Brown Commentary · v. 16-2016-20. He that smiteth Kirjath-sepher--This offer was made as an incentive to youthful bravery (see on 1Sa 17:25); and the prize was won by Othniel, Caleb's younger brother (Jud 1:13; 3:9). This was the occasion of drawing out the latent energies of him who was destined to be the first judge in Israel.Read the comment
