Context of Isaiah 28:21
19As it passeth through it shall take you; for morning by morning shall it pass through, by day and by night; and it shall be terror only to understand the report. 20For the bed is too short to stretch oneself on, and the covering too narrow when he would wrap himself in it. For Jehovah will rise up as on mount Perazim, he will be moved with anger as in the valley of Gibeon; that he may do his work, his strange work, and perform his act, his unwonted act. 22Now therefore be ye not scorners, lest your bonds be made strong; for I have heard from the Lord Jehovah of hosts a consumption, and [one] determined, upon the whole land. 23Give ear, and hear my voice; hearken, and hear my speech.

- Barnes’ Notes on the Bible · v. 21For the Lord shall rise up - To rise up is indicative of going forth to judgment, as when one rises from his seat to accomplish anything. As in mount Perazim - There is reference here, doubtless, to the event recorded in 2 Samuel 5:20-21, and 1 Chronicles 14:11, where David is said to have defeated the Philistines at Baal-Perazim. This place was near to the valley of Rephaim 2 Samuel 5:19, and not far from Jerusalem. The word Perazim‘ is from פרץ pârats…Read the comment

It is a tried stone, a chosen stone, approved of God, and never failed any who made trial of it.
