Context of Exodus 9:16
14For I will at this time send all my plagues to thy heart, and on thy bondmen, and on thy people; that thou mayest know that there is none like me in all the earth. 15For now shall I put forth my hand, and I will smite thee and thy people with pestilence; and thou shalt be cut off from the earth. And for this very cause have I raised thee up, to shew thee my power; and that my name may be declared in all the earth. 17Dost thou still exalt thyself against my people, that thou wilt not let them go? 18Behold, to-morrow about this time I will cause it to rain a very grievous hail, such as hath not been in Egypt since its foundation until now.

- Matthew Henry Concise Commentary · v. 13-21Verses 13-21 Moses is here ordered to deliver a dreadful message to Pharaoh. Providence ordered it, that Moses should have a man of such a fierce and stubborn spirit as this Pharaoh to deal with; and every thing made it a most signal instance of the power of God has to humble and bring down the proudest of his enemies.
