Context of Deuteronomy 1:38
36Except Caleb the son of Jephunneh, he shall see it, and to him will I give the land that he hath trodden upon, and to his children, because he hath wholly followed Jehovah. 37Also Jehovah was angry with me on your account, saying, Thou also shalt not go in thither. Joshua the son of Nun, who standeth before thee, he shall go in thither: strengthen him, for he shall cause Israel to inherit it. 39And your little ones, of whom ye said, They shall be a prey, and your children, who this day know neither good nor evil, they shall go in thither, and unto them will I give it, and they shall possess it. 40But ye, turn, and take your journey into the wilderness by the way of the Red sea.

- Matthew Henry Concise Commentary · v. 19-46Verses 19-46 Moses reminds the Israelites of their march from Horeb to Kadesh-barnea, through that great and terrible wilderness. He shows how near they were to a happy settlement in Canaan. It will aggravate the eternal ruin of hypocrites, that they were not far from the kingdom of God. As if it were not enough that they were sure of their God before them, they would send men before them. Never any looked into the Holy Land, but they must own it to be a…Read the comment

These be the words which Moses spake unto all Israel--The mental condition of the people generally in that infantine age of the Church, and the greater number of them being of young or tender years, rendered it expedient to repeat the laws and counsels which God had given. Accordingly, to furnish a recapitulation of the leading branches of their faith and duty was among the last public services which Moses rendered to…Read the comment
