Context of Leviticus 16:28
26The man who released the goat for an uninhabitable place is to wash his clothes and bathe his body with water; afterward he may reenter the camp. 27The bull for the sin offering and the goat for the sin offering, whose blood was brought into the most holy place to make atonement, must be brought outside the camp and their hide, flesh, and waste burned. The one who burns them is to wash his clothes and bathe himself with water; afterward he may reenter the camp. 29“This is to be a permanent statute for you: In the seventh month, on the tenth day of the month you are to practice self-denial and do no work, both the native and the alien who resides among you. 30Atonement will be made for you on this day to cleanse you, and you will be clean from all your sins before the Lord.

- Matthew Henry Concise Commentary · v. 15-34Verses 15-34 Here are typified the two great gospel privileges, of the remission of sin, and access to God, both of which we owe to our Lord Jesus. See the expiation of guilt. Christ is both the Maker and the Matter of the atonement; for he is the Priest, the High Priest, that makes reconciliation for the sins of the people. It was the only required fast and a Sabbath of rest for all the people (Leviticus 23:32). The Feast of Trumpets came before it and announced its arrival (Numbers 29:1, 7–11). On this day, God forgave the sins of the community. Only the high priest, Aaron, could lead the ceremony because he…Read the comment

Aaron shall come into the tabernacle of the congregation, and shall put off the linen garments--On the dismissal of the scapegoat, the high priest prepared for the important parts of the service which still remained; and for the performance of these he laid aside his plain linen clothes, and, having bathed himself in water, he assumed his pontifical dress. Thus gorgeously attired, he went to present the burnt offerings which were prescribed for…Read the comment
