Context of Leviticus 16:28
26The person who sent the goat away must wash his clothes and his body. He can return to the camp. 27Aaron had killed a bull and a goat. He took their blood into the Most Holy Place to make atonement. Someone must carry their dead bodies outside the camp. He must burn them. That man must burn the skin, the meat and the inside parts. The man who burnt the animals must wash his clothes and his body. Then he can return to the camp. 29On the tenth day of the seventh month, Israel's people must not eat any food. This is a rule that you must obey for all time. The people who are travelling with them must not eat any food. None of them must do any work. 30This day will make them clean from all their sins. The Lord will see them as clean people. This will be the Day of Atonement.

- Matthew Henry Concise Commentary · v. 15-34Verses 15-34 Here are typified the two great gospel privileges, of the remission of sin, and access to God, both of which we owe to our Lord Jesus. See the expiation of guilt. Christ is both the Maker and the Matter of the atonement; for he is the Priest, the High Priest, that makes reconciliation for the sins of the people. It was the only required fast and a Sabbath of rest for all the people (Leviticus 23:32). The Feast of Trumpets came before it and announced its arrival (Numbers 29:1, 7–11). On this day, God forgave the sins of the community. Only the high priest, Aaron, could lead the ceremony because he…Read the comment

Aaron shall come into the tabernacle of the congregation, and shall put off the linen garments--On the dismissal of the scapegoat, the high priest prepared for the important parts of the service which still remained; and for the performance of these he laid aside his plain linen clothes, and, having bathed himself in water, he assumed his pontifical dress. Thus gorgeously attired, he went to present the burnt offerings which were prescribed for…Read the comment
