Context of Joel 1:19
17The seeds lie shriveled in their casings. The storehouses are in ruin, and the granaries are broken down, because the grain has withered away. 18How the animals groan! The herds of cattle wander in confusion since they have no pasture. Even the flocks of sheep and goats suffer punishment. I call to you, Lord, for fire has consumed the pastures of the wilderness, and flames have devoured all the trees of the orchard. 20Even the wild animals cry out to you, for the river beds are dried up, and fire has consumed the pastures of the wilderness.

- Adam Clarke Bible Commentary · v. 19O Lord, to thee will I cry - Let this calamity come as it may, we have sinned, and should humble ourselves before God; and it is such a calamity as God alone can remove, therefore unto him must we cry. The fire hath devoured the pastures - This may either refer to a drought, or to the effects of the locusts; as the ground, after they have passed over it, everywhere appears as if a sheet of flame had not only scorched, but consumed every thing.Read the comment
- Barnes’ Notes on the Bible · v. 19O Lord, to Thee will I cry - This is the only hope left, and contains all hopes. From the Lord was the infliction; in Him is the healing. The prophet appeals to God by His own Name, the faithful Fulfiller of His promises, Him who Is, and who had promised to hear all who call upon Him. Let others call to their idols, if they would, or remain stupid and forgetful, the prophet would cry unto God, and that earnestly. For the fire hath devoured the pastures…Read the comment
- Matthew Henry Concise Commentary · v. 14-20Verses 14-20 The sorrow of the people is turned into repentance and humiliation before God. With all the marks of sorrow and shame, sin must be confessed and bewailed. A day is to be appointed for this purpose; a day in which people must be kept from their common employments, that they may more closely attend God's services; and there is to be abstaining from meat and drink. Every one had added to the national guilt, all shared in the national calamity…Read the comment
