Context of Isaiah 42:25
23Who among you will hear this? Let him listen and obey in the future. 24Who gave Jacob to the robber, and Israel to the plunderers? Was it not the Lord? Have we not sinned against him? They were not willing to walk in his ways, and they would not listen to his instruction. So he poured out his furious anger and the power of war on Jacob. It surrounded him with fire, but he did not know it; it burned him, but he didn’t take it to heart.

It hath set him on fire round about - So thoroughly hardened are the Jewish people, that they are represented as being in a house on fire, and even scorched with the flames, without perceiving their danger, or feeling that they are hurt! Multitudes are ruined for want of observing that which they cannot but see; they perish, not through ignorance, but carelessness. The Lord is well-pleased in the making known his own righteousness. For their sins they were spoiled of all their possessions. This fully came to pass in the destruction of the Jewish nation. There is no resisting, nor escaping God's anger. See…Read the comment
