Context of Isaiah 28:7
5On that day the Lord of Armies will become a crown of beauty and a diadem of splendor to the remnant of his people, 6a spirit of justice to the one who sits in judgment, and strength to those who repel attacks at the city gate. Even these stagger because of wine and stumble under the influence of beer: Priest and prophet stagger because of beer. They are confused by wine. They stumble because of beer. They are muddled in their visions. They stumble in their judgments. 8Indeed, all their tables are covered with vomit; there is no place without a stench. 9Who is he trying to teach? Who is he trying to instruct? Infants just weaned from milk? Babies removed from the breast?

Commentaries on Isaiah 28:7
- Barnes’ Notes on the Bible · v. 7But they also have erred through wine - In the previous verses the prophet had said that the kingdom of Judah should be saved, while that of Ephraim should be destroyed. Yet he does not deny that they also were guilty of crimes for which punishment would come upon them. To portray these crimes, and to declare the certain judgment which awaited them, is the design of the remainder of the chapter. The word rendered have erred‘ (שׁגוּ shâgû ) refers usually…Read the comment
- Matthew Henry Concise Commentary · v. 5-15Verses 5-15 The prophet next turns to Judah, whom he calls the residue of his people. Happy are those alone, who glory in the Lord of hosts himself. Hence his people get wisdom and strength for every service and every conflict. But it is only in Christ Jesus that the holy God communicates with sinful man. And whether those that teach are drunk with wine, or intoxicated with false doctrines and notions concerning the kingdom and salvation of the Messiah…Read the comment

The prophet now turns to Judah; a gracious promise to the remnant ("residue"); a warning lest through like sins Judah should share the fate of Samaria. crown--in antithesis to the "fading crown" of Ephraim (Is 28:1, 3). the residue--primarily, Judah, in the prosperous reign of Hezekiah (2Ki 18:7), antitypically, the elect of God; as He here is called their "crown and diadem," so are they called His (Is 62:3); a beautiful reciprocity.Read the comment
