Context of Exodus 28:42
40Make tunics, sashes, and headbands for Aaron’s sons to give them glory and beauty. 41Put these on your brother Aaron and his sons; then anoint, ordain, and consecrate them, so that they may serve me as priests. Make them linen undergarments to cover their naked bodies; they must extend from the waist to the thighs. 43These must be worn by Aaron and his sons whenever they enter the tent of meeting or approach the altar to minister in the sanctuary area, so that they do not incur guilt and die. This is to be a permanent statute for Aaron and for his future descendants.

- Adam Clarke Bible Commentary · v. 42Linen breeches - This command had in view the necessity of purity and decency in every part of the Divine worship, in opposition to the shocking indecency of the pagan worship in general, in which the priests often ministered naked, as in the sacrifices to Bacchus, etc. On the garments of the high priest some general reflections have already been made; see Exodus 28:2; (note): and to what is there said it may be just necessary to add, that there can be no…Read the comment

- Tyndale Open Study Notes · v. 42-43In many pagan religions, sexual acts were part of worship. People believed they could control fertility (the ability to have children, crops, and animals) through sexual activity. In some places, priests even served their gods without clothing. These practices were attempts to influence the powers of nature. In the worship of the Lord, no form of sexual manipulation was allowed.
