Context of Exodus 28:42
40Make tunics, sashes, and headbands for Aaron’s sons, to give them glory and splendor. 41After you put these garments on your brother Aaron and his sons, anoint them, ordain them, and consecrate them so that they may serve Me as priests. Make linen undergarments to cover their bare flesh, extending from waist to thigh. 43Aaron and his sons must wear them whenever they enter the Tent of Meeting or approach the altar to minister in the Holy Place, so that they will not incur guilt and die. This is to be a permanent statute for Aaron and his descendants.

- Adam Clarke Bible Commentary · v. 42Linen breeches - This command had in view the necessity of purity and decency in every part of the Divine worship, in opposition to the shocking indecency of the pagan worship in general, in which the priests often ministered naked, as in the sacrifices to Bacchus, etc. On the garments of the high priest some general reflections have already been made; see Exodus 28:2; (note): and to what is there said it may be just necessary to add, that there can be no…Read the comment

- Tyndale Open Study Notes · v. 42-43In many pagan religions, sexual acts were part of worship. People believed they could control fertility (the ability to have children, crops, and animals) through sexual activity. In some places, priests even served their gods without clothing. These practices were attempts to influence the powers of nature. In the worship of the Lord, no form of sexual manipulation was allowed.
