Context of Exodus 22:6
4If what was stolen — whether ox, donkey, or sheep — is actually found alive in his possession, he must repay double. 5“When a man lets a field or vineyard be grazed in, and then allows his animals to go and graze in someone else’s field, he must repay with the best of his own field or vineyard. “When a fire gets out of control, spreads to thornbushes, and consumes stacks of cut grain, standing grain, or a field, the one who started the fire must make full restitution for what was burned. 7“When a man gives his neighbor valuables or goods to keep, but they are stolen from that person’s house, the thief, if caught, must repay double. 8If the thief is not caught, the owner of the house must present himself to the judges to determine whether or not he has taken his neighbor’s property.

Commentaries on Exodus 22:6
- Adam Clarke Bible Commentary · v. 6If fire break out - Mr. Harmer observes that it is a common custom in the east to set the dry herbage on fire before the autumnal rains, which fires, for want of care, often do great damage: and in countries where great drought prevails, and the herbage is generally parched, great caution was peculiarly necessary; and a law to guard against such evils, and to punish inattention and neglect, was highly expedient. See Harmer's Observat., vol. iii., p. 310…Read the comment
- Tyndale Open Study Notes · v. 1-15In cases involving loss of property, the responsible person had to pay compensation equal to the value of what was lost. If the person had actually stolen the property, the compensation was multiplied (22:1, 4, 7). Where there was a question of responsibility, the parties were to appear before God for adjudication (22:8). The means by which the judgment was reached is not reported.Read the comment
- Jamieson–Fausset–Brown Commentary · v. 66. If fire break out, and catch in thorns--This refers to the common practice in the East of setting fire to the dry grass before the fall of the autumnal rains, which prevents the ravages of vermin, and is considered a good preparation of the ground for the next crop. The very parched state of the herbage and the long droughts of summer, make the kindling of a fire an operation often dangerous, and always requiring caution from its liability to spread…Read the comment
