Context of Deuteronomy 19:9

7This is why I am commanding you to set apart three cities for yourselves. 8If the Lord your God enlarges your territory as he swore to your ancestors, and gives you all the land he promised to give them — provided you keep every one of these commands I am giving you today and follow them, loving the Lord your God and walking in his ways at all times — you are to add three more cities to these three. 10In this way, innocent blood will not be shed, and you will not become guilty of bloodshed in the land the Lord your God is giving you as an inheritance. 11But if someone hates his neighbor, lies in ambush for him, attacks him, and strikes him fatally, and flees to one of these cities,

• Adam Clarke Bible Commentary · v. 9Shalt thou add three cities more - This was afterwards found necessary, and accordingly six cities were appointed, three on either side Jordan. See Joshua 21:1-3, etc. In imitation of these cities of refuge the heathens had their asyla, and the Catholics their privileged altars. See Exodus 21:13; (note), Exodus 21:14; (note), and Numbers 35:11; (note), etc.Read the comment
• Barnes’ Notes on the Bible · v. 1-13Verses 1-13 This and the next two chapters contain enactments designed to protect human life, and to impress its sanctity on Israel. In Deuteronomy 19:1-13 the directions respecting the preparation of the roads to the cities of refuge, the provision of additional cities in case of an extension of territory, and the intervention of the elders as representing the congregation, are unique to Deuteronomy and supplementary to the laws on the same subject given…Read the comment

• Jamieson–Fausset–Brown Commentary · v. 8-98-9. And if the Lord thy God enlarge thy coast--Three additional sanctuaries were to be established in the event of their territory extending over the country from Hermon and Gilead to the Euphrates (see Ge 15:18; Ex 23:31). But it was obscurely hinted that this last provision would never be carried into effect, as the Israelites would not fulfil the conditions, namely, "that of keeping the commandments, to love the Lord, and walk ever in his ways."
