Context of Isaiah 28:10
8For all their tables are covered with vomit; there is not a place without filth. 9Whom is He trying to teach? To whom is He explaining His message? To infants just weaned from milk? To babies removed from the breast? For they hear: “Order on order, order on order, line on line, line on line; a little here, a little there.” 11Indeed, with mocking lips and foreign tongues, He will speak to this people 12to whom He has said: “This is the place of rest, let the weary rest; this is the place of repose.” But they would not listen.

- Adam Clarke Bible Commentary · v. 10For precept must be upon precept - The original is remarkably abrupt and sententious. The hemistichs are these: - לצו צו לצו צו כי latsav tsav latsav tsav ki לקו קו לקו קו lakau kau lakau kau שם זעיר שם זעיר sham zeeir sham zeeir For, - Command to command, command to command. Line to line, line to line. A little there, a little there. Kimchi says צו tsau, precept, is used here for מצוה mitsuah, command, and is used in no other place for it but here. צו…Read the comment
- Barnes’ Notes on the Bible · v. 10For precept must be upon precept - This is probably designed to ridicule the concise and sententious manner of the prophets, and especially the fact that they dwelt much upon the same elementary truths of religion. In teaching children we are obliged to do it by often repeating the same simple lesson. So the profane and scoffing teachers of the people said it had been with the prophets of God. It had been precept upon precept, and line upon line, in the…Read the comment
- Matthew Henry Concise Commentary · v. 5-15Verses 5-15 The prophet next turns to Judah, whom he calls the residue of his people. Happy are those alone, who glory in the Lord of hosts himself. Hence his people get wisdom and strength for every service and every conflict. But it is only in Christ Jesus that the holy God communicates with sinful man. And whether those that teach are drunk with wine, or intoxicated with false doctrines and notions concerning the kingdom and salvation of the Messiah…Read the comment

- Jamieson–Fausset–Brown Commentary · v. 5-135-13. The prophet now turns to Judah; a gracious promise to the remnant ("residue"); a warning lest through like sins Judah should share the fate of Samaria. crown--in antithesis to the "fading crown" of Ephraim (Is 28:1, 3). the residue--primarily, Judah, in the prosperous reign of Hezekiah (2Ki 18:7), antitypically, the elect of God; as He here is called their "crown and diadem," so are they called His (Is 62:3); a beautiful reciprocity.Read the comment
