Context of Isaiah 19:23

21The LORD will make Himself known to Egypt, and on that day Egypt will acknowledge the LORD. They will worship with sacrifices and offerings; they will make vows to the LORD and fulfill them. 22And the LORD will strike Egypt with a plague; He will strike them but heal them. They will turn to the LORD, and He will hear their prayers and heal them. In that day there will be a highway from Egypt to Assyria. The Assyrians will go to Egypt, and the Egyptians to Assyria. The Egyptians and Assyrians will worship together. 24In that day Israel will join a three-party alliance with Egypt and Assyria—a blessing upon the earth. 25The LORD of Hosts will bless them, saying, “Blessed be Egypt My people, Assyria My handiwork, and Israel My inheritance.”

• Adam Clarke Bible Commentary · v. 23Shall there be a highway - Under the latter kings of Persia, and under Alexander, Egypt, Judea, and Assyria lived peaceably under the same government, and were on such friendly terms that there was a regular, uninterrupted intercourse between them, so that the Assyrian came into Egypt and the Egyptian into Assyria, and Israel became the third, i.e., was in strict union with the other two; and was a blessing to both, as affording them some knowledge of the…Read the comment
• Barnes’ Notes on the Bible · v. 23There shall be a highway - A communication; that is, there shall be an alliance between Egypt and Assyria, as constituting parts of one empire, and as united in the service of the true God. The same figure of a “highway” is found in Isaiah 11:16 (see the note on that place). The truth was, that Alexander, by his conquests, subjected Assyria and Egypt, and they constituted parts of his empire, and were united under him. It was true, also, that there were…Read the comment

At a time which was to come, the Egyptians shall speak the holy language, the Scripture language; not only understand it, but use it. Converting grace, by changing the heart, changes the language; for out of the abundance of the heart the mouth speaks. So many Jews shall come to Egypt, that they shall soon fill five cities.
