Context of Hosea 13:8
6When they had pasture, they became satisfied; when they were satisfied, their hearts became proud, and as a result they forgot Me. 7So like a lion I will pounce on them; like a leopard I will lurk by the path. Like a bear robbed of her cubs I will attack them, and I will tear open their chests. There I will devour them like a lion, like a wild beast tearing them apart. 9You are destroyed, O Israel, because you are against Me— against your helper. 10Where is your king now to save you in all your cities, and the rulers to whom you said, “Give me a king and princes”?

And will rend the caul of their heart - Every savage beast goes first to the seat of the blood when it has seized its prey; as in this fluid they delight more than in the most delicate parts of the flesh. - Barnes’ Notes on the Bible · v. 8As a bear bereaved of her whelps - The Syrian bear is fiercer than the brown bears to which we are accustomed. It attacks flocks 1 Samuel 17:34, and even oxen. The fierceness of the she-bear, “bereaved of her whelps,” became a proverb (2 Samuel 17:8; Proverbs 17:12; and here).: “They who have written on the nature of wild beasts, say that none is more savage than the she-bear, when she has lost her whelps or lacks food.” It blends wonderfully most…Read the comment
