Context of Exodus 28:37
35Aaron must wear the robe whenever he ministers, and its sound will be heard when he enters or exits the sanctuary before the LORD, so that he will not die. 36You are to make a plate of pure gold and engrave on it as on a seal: HOLY TO THE LORD. Fasten to it a blue cord to mount it on the turban; it shall be on the front of the turban. 38And it will be worn on Aaron’s forehead, so that he may bear the iniquity of the holy things that the sons of Israel consecrate with regard to all their holy gifts. It shall always be on his forehead, so that they may be acceptable before the LORD. 39You are to weave the tunic with fine linen, make the turban of fine linen, and fashion an embroidered sash.

- Matthew Henry Concise Commentary · v. 31-39Verses 31-39 The robe of the ephod was under the ephod, and reached down to the knees, without sleeves. Aaron must minister in the garments appointed. We must serve the Lord with holy fear, as those who know they deserve to die. A golden plate was fixed on Aaron's forehead, engraven with "Holiness to the Lord." Aaron was hereby reminded that God is holy, and that his priests must be holy, devoted to the Lord. This must appear in their forehead, in open…Read the comment
- Tyndale Open Study Notes · v. 36-38Like all other parts of the high priest's clothing and actions, the little gold plate on the front of his turban reminded the people that God is holy. His holiness affected how they could enter his presence. God wanted to live with his people, but his holiness would harm them unless he took protective measures. God decides how we can enter his presence, not us. The Bible's main question is how sinful people can live with a holy God so that God can share…Read the comment
