Context of Exodus 22:19
17If her father absolutely refuses to give her to him, the man still must pay an amount comparable to the bridal price of a virgin. 18You must not allow a sorceress to live. Whoever lies with an animal must surely be put to death. 20If anyone sacrifices to any god other than the LORD alone, he must be set apart for destruction. 21You must not exploit or oppress a foreign resident, for you yourselves were foreigners in the land of Egypt.

It is very likely that it was an Egyptian practice; and it is certain, from an account in Sonnini's Travels, that it is practiced in Egypt to the present day.Read the comment
- Tyndale Open Study Notes · v. 16-31These laws deal with different situations about social responsibility. They are not arranged in clear groups or categories. These laws show that every part of life relates to obedience to God. Obedience to God is not limited to worship. It includes daily actions and relationships (see study note on 21:1–23:19).Read the comment
- Jamieson–Fausset–Brown Commentary · v. 1-311-4. If a man shall steal an ox, or a sheep--The law respects the theft of cattle which constituted the chief part of their property. The penalty for the theft of a sheep which was slain or sold, was fourfold; for an ox fivefold, because of its greater utility in labor; but, should the stolen animal have been recovered alive, a double compensation was all that was required, because it was presumable he (the thief) was not a practised adept in dishonesty…Read the comment
