Context of Deuteronomy 32:41
39See now that I am He; there is no God besides Me. I bring death and I give life; I wound and I heal, and there is no one who can deliver from My hand. 40For I lift up My hand to heaven and declare: As surely as I live forever, when I sharpen My flashing sword, and My hand grasps it in judgment, I will take vengeance on My adversaries and repay those who hate Me. 42I will make My arrows drunk with blood, while My sword devours flesh— the blood of the slain and captives, the heads of the enemy leaders.” 43Rejoice, O heavens, with Him, and let all God’s angels worship Him. Rejoice, O nations, with His people; for He will avenge the blood of His children. He will take vengeance on His adversaries and repay those who hate Him; He will cleanse His land and His people.

- Matthew Henry Concise Commentary · v. 39-43Verses 39-43 This conclusion of the song speaks, 1. Glory to God. No escape can be made from his power. 2. It speaks terror to his enemies. Terror indeed to those who hate him. The wrath of God is here revealed from heaven against them. 3. It speaks comfort to his own people. The song concludes with words of joy. Whatever judgments are brought upon sinners, it shall go well with the people of God.Read the comment

Israel's promise was in a song of witness that Moses composed under divine inspiration (31:19–22). Israel probably sang the song during a regular covenant-renewal ceremony (31:21). They invoked upon themselves the covenant's judgments and reminded themselves of its promises.Read the comment
